Intro to Validating Assessments for RTOs

Registered Training Organisations are responsible for many obligations following registration, including annual declarations, AVETMISS data submission, and advertising compliance. Among these tasks, validation of assessments is particularly challenging. While validation has been reviewed in several articles, let's return to the basics. ASQA (Australian Skills Quality Authority) defines assessment review as a quality review of the evaluation process.

In essence, assessment review is aimed at identifying which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the Standards for RTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards require two forms of validation. The primary type of validation of assessments ensures compliance with the requirements of the training package within your organisation's scope. The second validation guarantees that assessments follow the Principles of Assessment and Rules of Evidence. This implies that validation is performed both before and after the assessment. This article will concentrate on the initial type—assessment tool validation.

Two Types of Assessment Validation

- Assessment Tool Validation: Also called pre-assessment validation or verification, relates to the initial part of the regulation, aimed at ensuring all unit requirements are met.
- Post-Assessment Validation: Concerns the implementation, ensuring RTOs conduct assessments in line with the Principles of Assessment and Rules of Evidence.

How to Conduct Assessment Tool Validation

When to Conduct Assessment Tool Validation

The purpose of validating assessment tools is to verify that all components, criteria for performance, and evidence of performance and knowledge are covered by your assessment tools. Therefore, whenever you obtain new educational resources, you must conduct validation of assessment tools before allowing students to use them. There's no need to wait for your next scheduled validation. Check new materials right away to confirm they are suitable for student use.

Nevertheless, this isn't the only occasion to conduct this type of validation. Perform validation of assessment tools also when you:

- Enhance your resources
- Incorporate new training products on scope
- Check your course against training product updates
- Detect your learning resources as a risk during your risk assessment

ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Bear in mind that this validation ensures compliance of all learning resources before use. All RTOs must validate resources for each unit.

Resources Needed to Start Assessment Tool Validation

To start assessment tool validation, you will need the complete set of your training materials:

- Mapping Document: The first document to review. It identifies which assessment tasks meet subject requirements, helping with faster validation.
- Student Workbook: Ensure it is suitable as an evaluation tool during validation. Check if instructions are clear and input fields are sufficient. This is a common issue.
- Marking Guide: Also verify if guidelines for evaluators are sufficient and if clear criteria for each evaluation item are provided. Clear criteria are crucial for reliable evaluation results.
- Supplementary Resources: These may include checklists, logs, and evaluation templates designed separately from the student workbook and evaluation guide. Validate these to ensure they suit the evaluation task and meet course unit requirements.

Validation Panel

Standard 1.11 specifies the requirements for members of the validation panel. It states assessment validation can be performed by one or more people. However, RTOs usually ask all trainers and assessors to participate, sometimes including field experts.

Collectively, your panel must have:

- Workplace Competencies and Current Industry Skills relevant to the validated unit.
- Updated Knowledge and Skills in Vocational Training.
- Either of the following training and assessment credentials:
- TAE40116 Training and Assessment Certificate IV or its successor.

Assessment Principles

- Impartiality: Is equal opportunity and access provided to everyone in the assessment process?
- Versatility: Are there multiple ways to demonstrate competence, accommodating different needs and preferences?
- Accuracy: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Dependability: Are the assessment results consistent regardless of who conducts the training?

Evidence Rules

- Relevance: Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
- Sufficiency: Does the evidence adequately this site demonstrate the required skills and knowledge?
- Genuineness: Does the evidence confirm the originality of the candidate's work?
- Timeliness: Are the assessment tools based on current units of competency and up-to-date industry practices?

Specific Considerations for Assessment Validation

Pay attention to the tasks in the unit criteria and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Caring for Babies and Toddlers, one performance evidence requirement asks students to:

- Change nappies
- Feed babies with bottles and clean equipment
- Prepare and give solid food to babies
- React suitably to baby signals and cues
- Prepare and settle babies for sleep
- Monitor and encourage age-appropriate physical exploration and gross motor skills

Frequent Errors

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit criteria is meant to evaluate underlying knowledge (i.e., knowledge evidence), students should be performing the tasks.

Watch Out for the Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Not Competent

Pay attention to enumerated tasks. As mentioned earlier, if students do not complete all the tasks listed, it’s not compliant. Each assessment item must meet all requirements, or the student is not competent, and the assessment method is not compliant.

Provide Specific Details

Each assessment item must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your guidelines do not baffle students or trainers.

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to accurately evaluate student competence.

Considering these requirements, you might wonder, “Do resource developers offer guarantees for audits?” However, with these assurances, you must wait for an audit before they assist with noncompliance. This impacts your compliance record, so it's better to take a safe and compliant approach.

By following these instructions and understanding the assessment principles and Rules of Evidence, you can ensure that your assessment tools are reliable with the regulations mandated by ASQA and the SRTOs 2015.
